Chu Li-chih in late 1941 was director of the board of trade and president of the Border Region Bank in the Shen-Kan-Ning border government. Kuo Hung-t'ao served as secretary of the Shen-Kan-Ning Party Committee, the highest party post in the area, until 1938, when he was transferred to the Shansi-Chahar-Hopeh area where he likewise became secretary of the Party Committee. After Kuo's transfer, Kao Kang replaced his rival in the top party post in Shen-Kan-Ning and thereafter steadily increased his power within the border region as the leading figure among Shensi communists.
